For the policy year ending 2025, we are very pleased to announce the 4As Workers’ Compensation Captive Insurance Program has issued a dividend in the amount of $6.9 million to member agencies, which equals 50% of Policy cost, and an astonishing new record of 86% for the highest ever total premium cost in the history of the Captive. Policy cost includes terrorism charges, surcharges, and taxes. Premium cost – the term, which is most commonly used, excludes these expenses.
In addition, we are also very pleased to announce a new record and milestone being reached in the Captive’s history, with the continuation of the 50% of policy cost dividend for four years in a row – 2025, 2024, 2023 & 2022.
The Program’s Board of Directors, which is comprised of 4As member representatives and specialized counsel, declared the dividend in July’s meeting. The program manages a record insured payroll amount of $14 billion, while insured employees increased to 158,000. For comparison, 2024’s payroll was $14.4 billion, covering 156,000 employees.
The captive since its inception has returned over $306 million in cumulative dividends back to its members. The Program, which has paid a dividend every year in its 40 + year history, enjoys a dominant share of the market, insuring over 70% of the industry’s advertising and marketing communication companies. By spreading claims risk and administrative costs across such a large group, the 4As Workers’ Compensation Program continues to provide the lowest year-over-year net cost available in the industry.
Participation in the program ranges from the very small independents to the very large holding companies. The program’s profit, which in other insurance policies is retained by the insurance carrier, is returned to each member in the form of a dividend.
Due to State monopolies in this insurance line, we are unable to write coverage for employees in the following states: North Dakota, Ohio, Washington, Wyoming – and Puerto Rico.
Short-Term Workers’ Compensation Program for specific or for ‘one-off’ Productions is now also available as an offering available for 4As member agencies.

The program works in conjunction with the 4As Advertising Production Insurance Program and addresses the issue and risk for an agency having any uninsured individuals working on your Production.
